Found this online, can't find the original scene. Someone help me?

It's from a movie called 'The Contract'.
A clip was originally held at the now defunct Cinemasphyxia, and a (poor) copy is archived at Princes Horror Central.

You can see it's tagged as '1999', but there are a couple of titles from that year, and a few a.k.a.'s as well,
and I've not yet sorted out which one, in order to locate a better copy.
