I very much doubt it.
Singer Paloma Faith plays Bet Sykes, the condemned woman who we see in the cell scenes.
But since the hanged woman is always seen hooded, the most likely is that it's just a stunt performer.

However, knowing how quirky Paloma is, she might very well have asked to film the stunt sequence herself.
You'd need a good trawl through all the backstage gossip references to find out the truth.

 

So I talked to a woman who was acting as prison guard in Paloma's undressing scene and she said that she is 100% sure that there was a stunt acting for Paloma at execution ground. However she does not know the name, because she was only acting in that prison scene so she did not meet the stunt. After that I did a research of this specific Episode "Landlord's Daughter" on IMDB and in Stunt Credits there's only one actress named Nellie Burroughes. Looks promising because when you enter her page, you can see that she had been acting in some burning at stake kind of execution earlier.
