I found a Mary Queen of Scots Manga Video which is titled: 首が斬れない女王…斧が効かない。最後はノコギリ。Eng: The queen who can't behead... The ax does not work. The last one is a saw.

From what I read, he essentially decapitated her with the second stroke, the head was hanging from the block by a tendon, and he used the ax as a saw to cut the tendon (Mary was already dead), he didn't use a saw on her. But it makes a good story, however.
