Oh yes, lovely one this is. Have always liked it.
It's from the 2008 South Korean TV series 'Iljimae', loosely based on a comic strip.
This scene is in Episode 7 where our young hero unsuccessfully attempts to save his sister from hanging.

Incidentally, there was an extortionately priced Directors Cut Bluray on sale at one time, now no longer available.
Thankfully I resisted temptation, and there is now a new version from China, NOT a cheap ripoff, it's widescreen 1080p HD of exceptional quality.
There are still copies to be found on Ebay, all at much more reasonable cost.
