Skirt, petticoat or dress is the symbol of femininity. And very ambivalent one: it is elegant and more hiding than trousers, but at the same time can be very showing and granting the full access to body in seconds.

And as for execution contest — it is one of situations in whose woman understands that she can not control the process of hiding/revealing, but she understands it too late.
(And besides all, in past times woman could not made another choice, no trousers were allowed then.)
...I love to imagine situation in which modern jeans-girl asks her bf or husband to bring her clothes for execution. And he brings her pretty dress, or blouse with skirt, clothes very unfamiliar, uncomfortable and may be even hateful for her. I know, a girl getting given a skirt when she knows everyone will be watching her is a pretty awesome idea — but honesty, I would done it in such a situation. I don't love to see my wife in trousers, and if it is my last chance to see her alive — what should be done? To see her in trousers for last time in our lives? When she is so pretty in her skirts? (She wears long ones though, so it is not so revealing.)
...May be it is weird, but I love to think about catching a piece of view a bit more than allowed. A blow of wind, lifting hem to make the step over something, just inaccurate move, opening slit and revealing the edge of lining or slip. I often think, whether girls keep such extra-abilities in minds, feeling it neutral or as kind of playful, or they prefer to avoid such situations? It seems that skirt by its nature is dual, both hiding and showing. May be it is a borderline between party for skirts and party for trousers?

I think skirts with very feminine blouses with ruffles and bows, heels feminine finery are essential for a lady to properly exit this world especially by losing her head on the guillotine or the block. A Lady should look and feel as such even at her own execution
