Can anyone think of a movie with plot similar to Shocker? where a killer is executed by electric chair but comes back alive through electricity and starts taking revenge against everyone. However in the movie I'm looking for there is one scene where the killer hooks up a woman to a homemade echair, don't remember if the woman is a cop or detective or prosecutor or ex-victim.

I know the plot sounds exactly like Shocker 1989, but I got that movie and didn't find the scene. There was another scene that i remember vividly and it was the killer creating a traffic light disturbance (via his electric power) and cause a crash.

Movies I already ruled out: Shocker, Prison (1998), stay tuned (1992), nightmare beach (1998)

do not know if I come late but the movie is surely Destroyer also called Shadow of Death (1988)starring Lyle Alzado.

It has two EC scenes, one part of the movie shoot and the one you described.

Hmmm, I don't think this is it, plus I already have Destroyer on the site.
In the movie I'm thinking of, the electric chair was located in someone's house/apartment.
