This clip was uploaded to YouTube at least ten years ago, and the general idea is that a man takes a woman out into the wilderness under a large tree, and whether as punishment or because of an argument the woman in the red dress is tied up and hung, and then the man lashes her with a whip. The woman's stockings were exposed up to her thighs.
This movie looks like it was filmed in some continental European country before the 90s. I last saw this clip in 2021, after which it was taken down by YouTube. Based on my browser bookmarks, I'm guessing it's titled “French Scene” at https://www.youtube.com/watch?v=jG1KVynTlW8.

The uploader's name is “Bill Travist”. I've seen his other video “very cute”, but don't remember it at all. The channel has also disappeared.
If you can shed any light on this, I'd appreciate it.
