I previewed the episode and it looked awesome. Very heavy build up to the execution scene. I'll have to dig more when i get home.
The place of execution seems to be in the US, i think there were some English in there, which makes sense. Never heard of electric chair used in Mexico.

Yes. The official site has optional English subtitles, but it's pretty horrible. The text is too small, mistimed and translation is not very good to begin with.
