Then yes, this is a production still.
(The image does *not* appear in the film itself.)

The scene doesn't exactly make sense. The lady is being hanged, and these two dudes are chatting in the background. Shouldn't they be paying more attention to her big moment?

That’s why I think it’s a BTS shot. The scene has officials around her at all times as they prepare her. For her to be that alone, it must be during a break in filming.

 

I read an interview with Rachel Stirling, and she talked about what it was like to film that scene.

It was terrifying...

Kimbrlylaw is absolutely right. The set photographer would be clicking away, building up the promo portfolio all the time.
During rehearsal runs, scene setups, coffee breaks, or like here just between takes.

Talking of interviews. And Rachael Stirling.
Is it only gentlemen of a certain age who can't get out of their memories Diana Rigg talking to Parkinson back in 1977 or whenever.
And delighting in recounting how scrumptious her new born baby looked, she just couldn't resist taking a bite of her bum!

I’ve seen that interview. Being left alone like that had to be a bit more intense, especially if they did any shots after the hood was dropped.
