If anyone is looking for the mod this is done in, this is done by Pama over at LoversLab as part of his "Prison Alternative" mods. This is, naturally, the Riften submod for it which is a revival of the old "Bad Ends" mod that was a buggy mess.
He does some really good work with the experience; this one I think did the hanging much better than the Windhelm one since Windhelm had instant neck snaps (earlier version of his script), but this actually drags it out a bit.
Really nice addition if you want to do a more specific fantasy, or if you want to add some risks to your thief/bandit playthrough. Prison Alternative is also designed to be plug-and-play, so if you feel like modding Skyrim and have a head for the tools you can go for it.
