The author's nickname is Bourreau. I found the first ones in 2007.

That is a French word for executioner, or hangman. Another nickname for the French headsman was Monsieur De Paris. When I was a kid in the Army I was stationed in Chicago. I was sitting on a bus, and noticed a tattoo of dotted lines around the neck of the man sitting next to me. It had some French writing, and he saw me looking. He told me that the wording said, Monsieur De Paris cut on the dotted line. It was trendy for young gang members in the thirties and forties to get this tattoo, and he said that a couple of his friends had indeed met Monsieur De Paris. He wised up and immigrated to the USA after WWII.
